Art.130/131
Article 132 is a constitutional law, having heard the Regional Councils, a merger of Regions
the existing or the creation of new Regions having a minimum of one million inhabitants
, when requested
many councils that represent at least one third of the populations concerned, and the proposal is
approved by referendum by a majority of said populations.
You may, by referendum and the law of the Republic, felt the Regional Councils,
allow provinces and municipalities, who so request,
be detached from one region to another and aggregates.
Article 133
The change in provincial boundaries and the establishment of new provinces
within a Region are regulated by the laws of the Republic, at the initiative of
municipalities feel the same region.
The region, after hearing the people involved, may establish through its laws in its territory
new municipalities and modify their districts and names.
